Special Note: Subject: Federal Business Opportunities to Replace the Commerce Business Daily
Description:  This is a special notice for information. Recently, Federal Business Opportunities (www.fedbizopps.gov) was designated in the Federal Acquisition Regulation (FAR) as the single point of universal electronic public access on the Internet to governmentwide Federal procurement opportunities that exceed $25,000 (see 66 Fed. Reg. 27407, May 16, 2001). The FAR requires agencies, as of October 1, 2001, to use FedBizOpps to provide access to public notices of procurement actions over $25, 000 that are currently required to be published in the Commerce Business Daily (CBD) along with associated solicitations and amendments. Designation of this one-stop online gateway represents an important step in the ongoing transformation to a more efficient, accessible, citizen-centric e-government.  Agencies will be in a transition period through December 31, 2001...
  • Federal Grant Opportunities - This site gives grantors a means to post solicitations for grants. It also gives applicants a single site for obtaining these solicitations.
  • Grants.gov - Getting started with Grants.gov is easy! There are two key features on the site: Find Grant Opportunities and Apply for Grants. Everything else on the site is designed to support these two features. Also included are Resources which enable users to access useful grants-related information and links. (The site was launched on Dec. 9, 2003).
  • Catalog of Federal Domestic Assistance (CFDA) - Government-wide compendium of Federal programs, projects, services, and activities which provide assistance or benefits to the American public. It contains financial and nonfinancial assistance programs administered by departments and establishments of the Federal government.
  • Strategic Environmental Research and Development Program (SERDP) - Identifies, develops, and transitions environmental technologies that relate directly to defense mission accomplishment. SERDP funds environmental research and development through a competitive process. Because both government and private sector parties may compete for SERDP funds, there are two announcements for each solicitation: (1) a Call For Proposals to the federal sector and (2) a Broad Agency Announcement (BAA) for the private sector. There are usually two solicitations annually.
  • Search For Federal Business Opportunities - Any or all agencies, By keywords, By dates, By codes, By location, By solicitation numbers and more.
  • Search FedBizOpps for Vendors  - The new site for Government Business Opportunities includes synopsis and additional information for Government purchases.  Effective October 1, 2001, it will include information on all active EPA requirements.
  • Commerce Business Daily - Homepage and subscription information.
  • Commerce Business Daily - Weekly update contains summaries of procurement and contract award notices issued weekly that pertain to hazardous waste, solid waste, underground storage tank remediation, and other environmental topics. However, it does not necessarily contain EVERY notice on these topics.  Provided by EPA's Technology Innovation Office.
  • U.S. EPA Environmental Research - EPA's National Center For Environmental Research (NCER) Science to Achieve Results (STAR) Program  and other research opportunities.
  • Doing Business With EPA - U.S. EPA Office of Acquisition Management (OAM)'s "Doing Business with EPA" Electronic Commerce Website.

  • U.S. EPA's Small Business Innovation Research (SBIR) Program - EPA makes awards to small, high-tech firms for research and development of cutting-edge technologies which are intended to spawn commercial ventures.
  • U.S. Government Contract Opportunities - Links to opportunities at the Air Force, Department of Energy, Department of Defense, DOD Office of Environmental Cleanup, Commerce Business Daily, EPA, and Army Corps of Engineers.
  • U.S. EPA Climate Change Funding - EPA's State and Local Climate Change Program compiled these financial assistance opportunities from public and non-profit grant information resources.
  • GNET Contracting Opportunities - Information and links to many contracting and teaming opportunities in the environment and technology arena, as well as data that can help product or service providers plan for future opportunities. Included are procurement notices from the Commerce Business Daily, Department of Defense, Department of Energy, and the National Aeronautics and Space Administration (NASA).

  • ESTCP - Environmental Security Technology Certification Program () is a corporate Department of Defense program that promotes innovative, cost effective environmental technologies through demonstration and validation at DoD sites.
  • Federal Commons - An Internet  Federal grants management portal serving the grantee organization community.  In accordance with the Federal Financial Assistance Management Improvement Act of 1999 (P. L. 106-107), Federal agencies must develop plans for the electronic processing of grants by May 2001. The Act further requires agencies to adopt common forms and processes. These legislative requirements will be met by the Federal Commons government - wide portal for the administration of grants.
  • Department of Energy e-Center - For information on doing business with the Department of Energy, including viewing current business opportunities, registering to receive notification of new business opportunities, and obtaining information and guidance on the acquisition and financial assistance award process.

  • USDA Technical Service Providers (TSPs) - The premise behind TSPs is that the public interest to do conservation work and the government’s financial commitment are both at historic levels. The Farm Bill increased conservation investment up $1.8 billion to $3.9 billion. NRCS and our locally-led partners are committed to getting this money out quickly and efficiently.

  • Active Capital - SBA created the Angel Capital Electronic Network (ACE-Net). ACE-Net has become Active Capital to express more accurately its proactive role in helping small businesses connect with private capital.
  • The World Bank Doing Business Database - provides indicators of the cost of doing business by identifying specific regulations that enhance or constrain business investment, productivity, and growth.
